The greater percentage weight should be on the vehicle side or else you'll end up with a similar instability problem as with the tow bar mounted too high. One think I wouldn't do is make so many holes to fit the frame to the bak. If anything, that gadget might even give you a higher consumption because it probably restricts the air flow more than doing anything good to it. It may speed up the air for the first straight piece of pipe, but the so called vortex will not last all the way into the intake through all the bends etc...
