I found with new master sometimes an airlock in master. Dont pump wildly like most peoole do, press peddle slowly in, keep it there for 2 or 3 seconds, then release. On one of my vehicles that solved the problem

New shoes and new drums was supposed to fix it.
What happens when you tie the proportion valve up so the vehicle think that it is fully loaded. When fully loaded it will brake more at the rear.

Sorry see the pic now. Do you perhaps have one of the others? Take it to a Bolt and Nut shop and ask them for a simular high tensile replacement. Will probably be a M10 with 1.25 pitch. Only difference is the original will take a 14 spanner and the replacement will take a 17 spanner.
