Help needed with new Electronic project

Hi Guys,

I need one of you electronics boffs out there to make me a simple LED circuit.

The unit needs to fit inside a tube with an ID of 8.5mm
Basically I need a single LED that can change colours, cycle through automatically or be user defined and the ability to flash on and off (user defined)

It also needs to be powered by batteries that will fit in a tube that is ID 15mm

see diagram below:

I need a few prototype units made up immediately.

The easiest would be to use a microcontroller like the PIC or similar to control the LED(s).
