It's a Cicada ..... otherwise comonly called a Xmas beatle, the ones that are responsible for that continuous "wheeeeeeeeeee" sound. They emerge from the soil after lying dormant anywhere between 7 and 11 yrs (IIRC) .... and only live for about 2 / 3 weeks in which time they have to find a mate (maybe that's why they are so noisy :D: ). It then finds a tree trunk that it latches onto, splits it's shell, drops to the ground and burrows down into the soil like a grub and lays it's eggs. :wink:

If that's the case it's defintely not a VW beetle, I've driven a few and never went "Wheeeeeeeeeeee"

I disagree... It is not of the beetle family, but of the fly family.

Beetles have hard external covers that cover the soft wings when not flying, whereas flies/wasps soft wings are exposed.

Also, beetles do not have "composed" (saamgestelde) eyes like in the fly family...

I do not however know what type of fly/wasp it is...

You're right...they don't.. the soft wings are covered by a hard shell on each side of the beetle...
