Radio Licencing Procedure for Hilux4x4 Club Members

There are two means of obtaining a Radio Licence for use in a 4x4 Vehicle:


1. A Private Radio Communication Licence, 29MHz AM or VHF/FM with limited area coverage, or

2. Approval through ORRA. For our purposes, this is what we will be discussing in this thread.


A discussion on the merits of different types and modes of two-way radios is discussed here: TWO-WAY RADIO CONSIDERATIONS FOR 4X4 DRIVERS

The use of 29MHz is pretty much country-wide within RSA's borders, but a Private VHF/FM RF Licence is limited to a 50km radius of your home address and thereby pretty much useless for general use throughout South Africa. Hence the Forum's decision to form a Club and become a member of the OFF ROAD RADIO ASSOCIATION.

Applying for a VHF or AM licence through the ORRA allows you, as a paid-up member of the Hilux4x4 Club, to make use of their frequencies throughout the country, and the VHF frequencies are roving frequencies for use anywhere within the borders of RSA.



NEW ORRA BAND PLAN 2012:


ORRA has recently announced the new channel plan which will become standard amongst all member clubs. This offers advantages over the previous channel plan and it has been designed that users no longer suffer from annoying chatter from other users of the old ORRA channels, whether legal or illegal. All VHF radios supplied by Repcom will now be programmed as such:

NEW ORRA CHANNEL PLAN JANUARY 2012

CH 1 ORRA 1 161.**** Tone 1 (Old Ch 4)
CH 2 ORRA 2 160.**** Tone 1
CH 3 ORRA 3 161.**** Tone 2
CH 4 ORRA 4 160.**** Tone 2
CH 5 ORRA 5 152.**** Tone 1 (Old Ch 2)
CH 6 ORRA 6 152.**** Tone 2
CH 7 ORRA 7 152.**** No Tone (Old Ch 1)
CH 8 ORRA 8 161.**** No Tone (Old Ch 3)


All radios have to be on the same channel in order to communicate. Radios that were programmed on the older channel plan are still able to communicate with newer radios but only on the channels as shown above.


I will be posting more detailed information on completing the ORRA Licence Application for Club Members in the Club thread.


NOTE:
A few members have enquired whether it is necessary to obtain an additional Licence through the ORRA if they have an existing VHF/FM Licence. Unfortunately, yes. ICASA requires a licence per frequency and per radio for Commercial Radios, unlike Amateur Radios, in which only the Operator is licensed.

Good day Eric
I'm a CB Radio User. Is there a Dual Band Radio available which can use both the CB and the ORRA frequency. When I get my licence for 29 Mhz VHF can I get a Local Radio Technician to do the programming / do it myself or can this process only be done by you. I would still like to use my CB radio, but it would be nice to have one Radio for both purposes.

Hi Stephen,

The older CB radios cannot quite stretch their legs to 29Mhz without some serious modifications, they did manage to reach 28MHz but that was about it. The GME GX300 can well do both 27 & 29MHz (if so programmed), but you would require a licence for the 27MHz CB (privately, through ICASA) and then you could get the 29MHz licence through ORRA. Ideally, you would need then either two antennas, one for 27MHz and one for 29MHz together with a change-over switch, or, simply, use one antenna mount with either of the two whips, 27 or 29MHz as required.

Some people do use one antenna for both frequencies, but that can result in damage to your radio and will degrade the performance of it as well.

Just a reminder that all current ORRA 29MHz and VHF Club Licences expire this month (Dec), payment for 2010 Licence renewals must be made by 31st Dec 2009.

Dagsê almal,
Ek is 'n nuweling op die forum en ook maar 'n bietjie dof met die rekenaar, so verskoon maar. My vraag is hoe gaan ek te werk om deur middel van dié klub aansoek te doen vir 'n 29 Mhz radio lisensie. Die antwoord is seker iewers op die forum maar soos ek gesê het, rekenaars is nie my sterk punt nie.

Sodra ek genoeg ou ysters en bottels bymekaar gemaak het om te smous wil ek ook 'n Vhf radio koop. Ek is reeds in besit van twee Navstar handheld 29 Mhz radios wat ek by 'n pandjieswinkel gekoop het. Het 'n buite antenna op die voertuig gemonteer en die radio`s werk heel goed. Nou net om die nodige lisensies te bekom. Hoe gemaak?

Secondly, as mentioned above, by joining the Hilux Club you are immediately eligible to apply for a radio licence from ORRA, which can be used anywhere within the borders of RSA. The application forms and procedure to be followed are outlined in the Club Members page on the forum. Receiving a licence would normally take some ten days or so, although currently Rina, the lady who handles this, is on a week's well-deserved leave.

Please do not hesitate to contact me should you require any further info.

Theo, I will send you the forum price list which contains many of the more popular radios. All of the radios have a 12-month Warranty - excluding drowning!! - while the Kirisun PT8100 has proved to be the most popular and is probably the best value for money.

Yesterday I received my radio from Oom Eric, phoned Rina this morning just to make sure I understood everything. She told me to come in, because it will be a lot quicker. On my way to work I stopped at ATV 4X4 Club (that is where she is). 20 minutes later I walked out with my license :yahoo: . So you guys that was bragging with 24 hours, we now have a new record :mrgreen: and I will beat it when I take the paper work of my friends to her tomorrow - I would say 10 minutes max :thumbup: :thumbup:

Hi Eric I'm brand new here, and so is my lux. This Friday i am having a VHF fitted. It is a icom 5023...25W radio. I am not sure what aerial is being fitted with it, but am sure the bloke doing the installation is as clued up as he needs to be, as he installed a few radios in friends vehicles already.
I would just like to confirm with you something that is bothering me about the licensing procedure, as this VHF is being supplied "license free". As far as I have read on this forum (quite keenly) anything above 5W requires a license. I am presently working abroad, and have saddled my wife with the job of getting the radio fitted and licensed, so I don't want to give her more of a headache than I already have.

My questions are...Is it normal practise for a supplier to supply a VHF that needs a license without one...ie: is it the onus solely on the customer to license the radio purchased? (two of the friends who have bought this guy haven't licensed theirs?)

Then also....how is this procedure monitored and governed, and what are the penalties for non licensed users? As I am about to embark on a long Namibia trip, I am also aware of the cross border licensing procedure and as soon as I have done my ORRA licensing (as a paid up member of the club), I will get that done too.

Then, is programming the unit to the 4 frequencies you mention in this thread easily done by myself, or does that need to be done by the guy doing the installation?

Then a last thing is....is the third ORRA frequency available yet?

I don't want to be a unlicensed user and would also like to get my mates up to speed on the correct licensing and usage of the radios.

Hi Hilton,

Any radio that transmits over 500 milliwatts (i.e. 0.5W) requires a licence before you may have it in your possession. ICASA regulations state that it is illegal to be in possession of any two-way radios apparatus (apart from the afore-mentioned L/F radios) unless you have the relevant radio communications licence. In the case of ORRA, they are acting as agents on behalf of ICASA, so provided you are licenced with ORRA on a per-radio basis, you are legal. The fines are horrendous if ICASA catches anyone without the relevant Radio-Comms licence, and include confiscation of equipment, a fine, possible jail sentence, or all three.

The Icom IC5023 is a 50-watt radio, but can be tuned down to 25w, which is the legal limit in SA. There is no benefit in operating a 50W radio, range will be exactly the same as for a 25w model.

Any programming of the unit has to be done by the dealer only, a commercial user may not be able to do this himself.

ORRA has not yet made the third frequency available yet, they are currently compiling an "Approved ORRA Dealership" list and the frequencies will only be made available to those dealers. This is to try eliminate the use of their frequencies by persons or companies unknown, who are using the ORRA frequencies illegally.

Download the ORRA application form which is available in the Club section, you will also require a letter of club membership confirmation from either myself or Cassie to submit to ORRA together with your application form and payment. The whole process usually takes about a fortnight.

Thank you very much F_D. All the info helps. I will have to get cracking then. Would it be possible to start the licensing so long...ie: with the serial # of the actual unit being fitted? Or will I have to wait until Friday when it is fitted?
Just wondering, because my wife will be leaving to meet me in Windhoek the following week :shock:

Hilton you can get licensed so long and just pass on the serial number later on. You will have to specify the model being installed.

I never managed to get the GUEST license for Namibia in the post.
That was soon after they changed to CRAN.

In the end, I went to the CRAN office in Windhoek when we got there, and asked for the licence.
There were some issues on the application form, which I could sort out right there and then.
Took me all of 20 min.

By the way, Namibia do not recognise ORRA or any South African license.

Hi,

I am new to this club. I would like to know, i have Kenwood TK2000 handheld 2 way radios which i use at our Game Farm.

I also use these for when driving in convoy and i have the magnet whips to put in the vehicles.

I was just wondering if there are any frequencies for the club that i can put on these 2 ways?

If you have an ORRA license you can take it to any approved radio dealer to have these frequencies programmed on your radios. Keep in mind that with an ORRA license, the device is the license holder and not the person. So you will need to pay license fees for each radio.

okay so I have downloaded the form to be filled in for the Orra licence.... read through the thread, will fill in the form to the best of my ability, do I have a membership number, am assuming that the VHF is the way to go, and do I go with a handheld/ fitted one... and who do I get a letter from, and then where in Cape Town do I get a radio, and then have it fitted?

When you apply you get the proof of membership from me (you have a member number if you are a club member)
Mobile or handheld... that would depend on you. Are you only going to want to talk to someone using one car or several vehicles?
You can get one from Family_Dog... he will program it etc and then send it to you
The current licenses (even if you get one now) will exprire end of March 2012

So can you please send me a proof of membership, it seems that I pay the licence fees first and then send the documents, have contacted Erik about a radio, and arranged for someone locally to install it for me.... so I think (hope) I am sorted...will probably have to wait for Erik to give me the details of the radio and serial numbers...

The radio details is not that important as long as you can specify if it's a VHF or 29MHz (you have to specify this to ORRA.. not me)...

Eric ek het nou die vorm vanaf internet gekry vir my radiolisensie,maar nou vra
hulle vir n bewys dat ek wel n lid is van die club. By wie kry ek die bewys?

Is daar n spesifieke kanaal waarop jou radio moet wees of besluit mens maar op ingeewing watter kanaal gebruik gaan word. 29MHz

Channels 14, 15 & 16 is gewoonlik die 4x4 kanale, maar ek het gesien ICASA gee sometimes ander kanale by.
