I can't find Mtawa on my Mapsources T4A latest mapset. Tanzanian roads around Dar were'nt too bad but had some potholes. About 20km from Dar on the main highway a bridge is being constructed which caused some delays but nothing major.

Just saw this post now so perhaps it is no longer of use but anyway. My wife and I did this road by bicycle a few years back. When it rains the dirt sections are hell. We ended up carrying our bikes through mielie fields in some places as the road was so bad. We watched cruisers being pulled out of the mud by bulldozers. there were plans to tar the road but I dont know if this has been done. We took a ferry back to Dar from Mtwara. It was a very nice trip.
