Re: What plant is in the pot
It' definitely a cycad and looks like the Japanese / Chinese Cycad, not indigenous, no permit required. They are hardy, and tollerate full sun conditions and a little more worm resistant than the indigenous types. They also take a long time to grow, don't get vey big and can become quite bushy in ideal conditions making a pretty show. They do very well in pots, although the one you have it in is a bit narrow for when it gets older .... it may even become root bound and stay small.
Best I can do without consulting references. :D

P.S.
Rotate the pot by 90 deg every two months or so to avoid lopsided growth if you are going to leave it up against the wall.

Cycas thouarsii (corect spelling) is one of the largest cycads and probably the fastest-growing, ... Cycas thouarsii grows in open coastal forests of Madagascar. (from the net)

Re: What plant is in the pot
I have grown a cupel of plant recently.
You have to weight till the seeds are ripe. It is when they change color from green to orange.
Pick them and test if they have been fertilized (the sinker or floater test).
You can first peel the outer layer and then place them in water, the ones that sink is good seeds and the once that flouts is no good.
If you have good seeds to plant them is simple.
Take a pot or seedling tray fill it with potting soil (soil that will retain moister but not to wet) place seeds on top of soil and press half way in. Place in a warm not to sunny place keep soil moist and they will germinate.
Some times it is quick 6 to 8 weeks other times 12 months.
To try and speed things up u ken make the outer part of the seed thinner by sanding it down a bit,
Hope it help
The important thing is to get the pollen from the male plant to the flower of the female plant at the right time.
Hope you have a male and female or else find a male of the same species as your plant harvest the cone (male pollen) store in the fridge till your plant is ready and then fertilize it.
You can store the pollen up to 2 years in the fridge.
My Cycas thouarsii seeds is on the mother plant for more than 2 years now so have patience.
What tipe of cycad do you have?
