Hilux fuel

I have a 2013 Hilux 4x4D. Recently I had problems starting and found that the fuel filter was dirty. Changed the filter pumped the filter to ensure the fuel was moving and the Hilux started no problems. Took it into town (10mins away) and 20minutes later tried to start it, no go. Pumped the filter and once again it started. This has now happened on 3 occasions. Is it the relay?
